Village gates at the start of Bower Lane

Is anybody aware of the significance of these gates?
Are they ever closed, if so under which circumstances.
Is there some sort of parish charter regarding same ?
Just wondered in case it could effect the proposed Bower Lane build site and enable a valid objection.

I was obviously mistaken, what looked to be gates is in fact a pedestrian crossing point. I assume that this position at some point in time had gates similar to those at Whipsnade
